🔗 Share this article France's Political Permacrisis: The Beginning of a Fresh Governmental Reality In October 2022, when Rishi Sunak took over as British prime minister, he was the fifth UK leader to occupy the position in six years. Unleashed on the UK by Brexit, this signified exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its fifth prime minister in two years – three of them in the last ten months? The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the cost of his government’s survival. But it is, in the best case, a short-term solution. The EU’s second-largest economy is trapped in a political permacrisis, the scale of which it has not witnessed for many years – perhaps not since the start of its Fifth Republic in 1958 – and from which there appears no easy escape. Governing Without a Majority Essential context: from the moment Macron initiated an ill-advised snap general election in 2024, the nation has had a hung parliament split into three opposing factions – left, far right and his own centrist coalition – without any group holding a clear majority. Simultaneously, the nation faces dual debt and deficit crises: its national debt level and budget shortfall are now almost twice the EU threshold, and strict legal timelines to pass a 2026 budget that starts controlling expenditures are nigh. Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly. In mid-September, the president appointed his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which proved to be largely unchanged from before – he encountered anger from both supporters and rivals. So much so that the following day, he stepped down. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a dignified speech, he cited political rigidity, saying “partisan attitudes” and “personal ambitions” would make his job virtually unworkable. Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a last-ditch effort to salvage cross-party backing – a mission, to put it gently, filled with challenges. Next, two ex-prime ministers publicly turned on the struggling leader. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, promising to vote down all future administrations unless there were early elections. Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to prevent a vote. The president’s office announced the president would appoint a new prime minister two days later. Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Could he survive – and can he pass that vital budget? In a critical address, the 39-year-old PM spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be frozen until 2027. With the conservative Les Républicains (LR) already on board, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, due on Thursday. It is, however, by no means certain to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be seeking more concessions. “This move,” said its head, Olivier Faure, “is just the start.” Changing Political Culture The issue is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the right-leaning parties are themselves split on dealing with the administration – some are still itching to topple it. A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the RN, LFI, Greens, Communists and UDR seek his removal. To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 (or both) to vote with them, Macron’s fifth precarious prime minister in 24 months is, similar to his forerunners, toast. Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the dysfunctional assembly musters collective will to approve a budget this year, the outlook afterward look grim. So does an exit exist? Snap elections would be doubtful to resolve the issue: surveys indicate pretty much every party bar the RN would see reduced representation, but there would remain no decisive majority. A fresh premier would face the same intractable arithmetic. Another possibility might be for Macron himself to step down. After winning the presidential election, his successor would dissolve parliament and hope to secure a parliamentary majority in the following election. But this also remains unclear. Polls suggest the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that France’s voters, having chosen a far-right leader, might think twice about handing them control of parliament. Ultimately, France may not emerge from its quagmire until its politicians accept the new political reality, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and compromise is not synonymous with failure. Many think that cultural shift will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary. “The system wasn't built to encourage – and even disincentivizes – the emergence of governing coalitions typical across Europe. The Fifth Republic could be in its final stage.”
